They call me here in Korea and I am not certain who they are.
I called them back, thinking it was a colleague and they do not answer.

However, I noticed that my phone connects immediately once I called, even as it is ringing. This concerns me since it means that someone or thing is answering and I am being charged for a call even as it rings.

I truly hope that this is not some number that charges the caller for calling. If so, I wish to place charges against them.
